Modifier 59

The billing modifier 59 is a code that can be used to indicate that a procedure or service is distinct or independent from other procedures or services that were performed on the same day (Not and E&M service). This code is typically used when two procedures are performed at different sites, or when two procedures are performed on different organs or systems. When using the modifier 59, it is important to include documentation that justifies why the procedures were distinct or independent. Otherwise, the claim may be denied. In addition, the modifier 59 should only be used when there are no other codes that more accurately describe the procedure. For example, the modifier 59 should not be used when a procedure is performed on an outpatient basis and another procedure is performed on an inpatient basis. This modifier can be used when two procedures that would normally be bundled together are performed on different body sites, or when two procedures are performed during the same time period.
